Eric G Orr PhD

Licensed Psychologist

Eric holds a M.S. and PhD in Counseling Psychology from BYU and is a licensed psychologist. He is a founding partner of 

Koolau Counseling LLC.

Eric has experience treating a wide range of mental and emotional challenges including: depression, anxiety disorders, phobias, post-traumatic stress disorder, dissociative disorders and trauma recovery, grieving, ADHD, pornography, sexual addictions and same-gender attraction. He is trained in individual, couples, family and group therapy. He has worked as a therapist for the past 25 years in several settings, including: private practice at Koolau Counseling at BYUH Counseling Center, LDS Family Services, BYU Counseling Center in Provo, UT, and as a School Counselor at Logan High School.

He loves living in Laie.   As a father, husband, and grandfather, Eric knows firsthand the value and importance of family relationships.

Jordan Rascon MSW

Licensed Clinical Social Worker

Jordan received her masters degree in social work from the University of Utah and a bachelors degree from Brigham Young University- Hawaii. She has worked extensively with individuals suffering from traumatic experiences, attachment issues, sexual trauma, stress related disorders, anxiety and depression. She uses a variety of frameworks including EMDR, Cognitive Behavioral Therapy, Dialectic Behavioral Therapy, Motivational Interviewing, Solution Focused Therapy, and many others to help individuals find their own happiness.

Jordan provides a professional, safe, non-judgmental, and compassionate environment for individuals and families to overcome anxiety and panic, improve relationships, build self-esteem, defeat depression, and transition through life’s challenges. She believes that therapy is a journey that creates an opportunity for self-discovery and healing.

Paul S Buckingham PhD

Licensed Clinical Social Worker

Paul received his MSW & PhD degree from the University of Utah. He provides psychotherapy for individuals, couples, families and groups - utilizing cognitive behavioral,  and humanistic therapy modes.  

Paul had an extensive background as a psychiatric social worker and case manager for social service agencies and learned to be a strong advocate for his clients. Paul has worked for BYUH Counseling Services, LDS Family Services, and Utah Valley Regional Medical Center. 

 As an adoptive parent of a newborn girl, he also has special interests in adoption and infertility counseling, attachment issues, and family therapy. 

As a fluent Spanish speaker, and husband of a wonderful Latina lady, he knows the struggles inherent in building a multi-cultural family on a strong foundation. 


Rejieli Racule Smith MSW

Licensed Social Worker

Rejieli received her MSW from the University of Hawaii at Manoa and a bachelors degree in Political Science and Psychology from Brigham Young University-Hawaii. She​ provides psychotherapy for individuals, couples, families and groups- utilizing Cognitive Behavioral Therapy, Solution Focused Therapy, and Dialectic Behavioral Therapy frame works.

Rejieli has extensive experience working as a psychiatric social worker for the Hawaii State Department of Health. Much of that experience focused on adults that have Severe and Persistent Mental Illnesses (SPMI): Schizophrenia, Bipolar disorders, Depressive disorders, Anxiety and Personality disorders. She also has worked extensively with adolescents who struggle with substance abuse.

Rejieli is a mother to 4 young boys. She Speaks Tongan and Fijian fluently, and is passionate about breaking the stigmas attached to mental health services in pacific island cultures and especially her community. 


Lotopu`e David Aupiu Jr MSW

Social Worker

David received his MSW from the University of Hawaii at Manoa and his Bachelors in Sociology and Ethnic Studies and Brigham Young University - Hawaii.  He employes Cognitive Behavioral Therapy, Dialectal Behavioral Therapy, and Solution Focused Therapy frameworks in his psychotherapy practice. David believes in the important of our youth and has worked with adolescents who struggle with substance abuse and behavioral disorders.  His experience as a psychiatric social worker for the Hawaii State Department of Heath focused on work with adults who have Severe and Persistent Mental Illness (SPMI) as well as substance abuse.  

David is fluent in Spanish, he loves the beach, sports, music, and traveling with his family.  David married to his best friend and is the father of 3 energetic children.  He is proud to admit that his familiy is what brings him the most joy, and wants to help his clients find this same joy and comfort in their homes and lives. 

Raquel Chang LMFT

Licensed Marriage and Family Therapist

Raquel holds an MA in Marriage and Family Therapy from Argosy University.  She graduated with her bachelor's degree from BYUH in Psychology, She has worked for 20 years within the North Shore community, and is a certified substance abuse counselor.  She has worked for: Coalition for a Drug-Free Hawaii, Big Island Substance Abuse Council, Girl Scouts of America, and the Department of Education.
Raquel provides therapy for individuals, groups, couples, and families. Raquel provides a safe, supportive, compassionate, and non-judgmental space for clients to share what is on their heart. Raquel employs strengths based, experiential therapy, cognitive behavioral therapy, motivational interviewing, and systems based approaches as she helps people address ADHD, depression, anxiety, stress substance abuse, and trauma. She looks at elements that are impacting the family system and works with families towards a place of wholeness and well-being.  

Raquel is born and raised in Hawaii and has lived in Laie for almost 30 years. As a wife, mother, and grandmother, her family is the most important thing to her.

Founded in 2008 Ko'olau Counseling is a comprehensive Counseling Services organization.  We provide professional and personalized counseling services. We seek growth and progression with each client by applying psychological principles that are grounded in spiritual values. We want to provide services to help you feel safe to explore therapeutic help, without sacrificing your spiritual beliefs and ideals, whatever they may be.
